معالي السيد نيستور نتاهونتو - رئيس وزراء جمهورية بوروندي،

معالي السيدة كاليني مباريشيمانا - وزيرة البيئة والزراعة والثروة الحيوانية في جمهورية بوروندي، ورئيسة مجلس وزراء مياه حوض النيل (Nile-COM)،

أصحاب المعالي والسعادة الوزراء والسفراء،

السيدات والسادة ممثلو مبادرة حوض النيل،

الدكتورة فلورنس غريس، المديرة التنفيذية لمبادرة حوض النيل،

الإخوة والأخوات الذين يجمعنا نهر  النيل،

السادة ممثلو شركاء التنمية،

يسعدني أن أكون معكم اليوم في مدينة  بوجمبورا ، لنجدّد التزامنا الجماعي بالتعاون ولتحقيق تطلعنا المشترك "نهر واحد - شعب واحد - رؤية واحدة" .

في البداية، اسمحوا لي أن أتقدم بخالص الشكر لحكومة وشعب بوروندي على كرم الضيافة وحفاوة الاستقبال، كما يسعدني أن أتوجه بالتهنئة لأختنا معالي السيدة كاليني مباريشيمانا، على تولّيها رئاسة مبادرة حوض النيل، ونحن على ثقة بأن المبادرة ستواصل تحقيق المزيد من النجاحات .

كما أود أن أعرب عن تقدير مصر العميق لأشقائنا في أوغندا - دولة الرئاسة السابقة - على ما بذلوه من جهود مخلصة خلال فترة تولّيهم مهامهم، واتوجه بالشكر بشكل خاص لمعالي الوزير سام تشبتوريس ومعالي الوزيرة بياتريس أتيم أنيوار .

لقد أثبتت مبادرة حوض النيل، وعلى مدار أكثر من خمسة وعشرين عامًا، أنها المنصة الشاملة والوحيدة القادرة على توحيد كل دول الحوض بروح من الوحدة والالتزام المشترك، إن دور منظمة حوض النيل الفريد يدفعنا للحفاظ عليها وفق مبادئها التأسيسية القائمة على الشمولية والتوافق والثقة والمنفعة المتبادلة .

وفي هذا السياق، ترحب مصر بالقرار الحكيم الذى اتخذه المجلس الوزاري لمبادرة حوض النيل في نوفمبر ٢٠٢٤ بأوغندا، بإطلاق العملية التشاورية لبحث شواغل الدول الأربع التي لم تنضم / تصدّق على الاتفاقية الإطارية، كما نرحب بالانخراط والمشاركة البنّاءة للجنة الوزارية الخاصة بهذا الشأن، ونتطلع إلى استمرار العملية التشاورية في شكلها الحالي لاستعادة التعاون المشترك القائم على تحقيق المكاسب المتبادلة  بين دول حوض النيل .

وتؤمن مصر إيمانًا راسخًا بأن هذه المشاورات تمثل فرصة حقيقية لاستعاده الشمولية وبناء الثقة بين دول حوض النيل، بما يسمح باستئناف مصر عضويتها الكاملة في مبادرة حوض النيل بروح من التعاون والثقة المتبادلة .

ونشجع شركاء التنمية والجهات الدولية ممن يملكون خبرة واسعة في إدارة المياه العابرة للحدود على دعم هذه العملية المحورية فنيًا وماليًا، وفي الوقت ذاته الامتناع عن دعم أي إجراءات قد تسهم في تعميق الانقسامات بين دول حوض النيل، ان إتباع هذا النهج الإيجابي من شأنه ان يمهد الطريق نحو  مستقبل مشترك يعزّز وحدة وتماسك دول حوض النيل .

وعلى الرغم من ان الأغلبية العظمى من دول حوض النيل اختارت مسار وطريق الحوار، إلا أنه من المؤسف أن يقوم طرفاً بعينه بترويج الخطاب العدائي وإصدار بيانات تحريضية بهدف واضح لتقويض وحدة وتعاون دول حوض النيل، وستستمر مصر في ممارسة اقصى درجات ضبط النفس والمسؤولية، من خلال الامتناع عن الرد على هذه التصريحات داخل هذا المحفل، لتجنب جر مبادرة حوض النيل إلى مثل هذه الاستفزازات غير المبرّرة .

السيدات والسادة،

إن التحديات التي تواجه حوض النيل اليوم لا يمكن معالجتها من خلال الإجراءات الأحادية، بل من خلال التعاون الحقيقي القائم على الإدارة المستدامة لمواردنا المائية المشتركة وفق مبادئ القانون الدولي، ولا سيما مبدأ "عدم الضرر"

وقد شهدنا ثمار هذا التعاون من خلال برنامج إدارة مشروعات حوض النيل الجنوبي (الهضبة الاستوائية)، الذي اعتمد مبدئيًا ٣٦ مشروعًا في إطار برنامج الاستثمار في حوض نهر النيل ، بعد إتمام دراسات تحديد الأثر على دول المصب وتحقيق التوافق والامتثال للمعايير المتفق عليها .

وأؤكد مرة أخرى،  أن مصر ليست ضد التطلعات التنموية لأي دولة من دول حوض النيل، بل على العكس، نحن ندعم  بشكل فعال التنمية المستدامة التي لا تتسبب فى ضرر، وتتطلع مصر إلى تكرار نموذج النجاح الخاص بحوض النيل الجنوبي (الهضبة الاستوائية) في حوض النيل الشرقي (الهضبة الاثيوبية)، من خلال الحفاظ على الشفافية واجراء الدراسات الدقيقة لتقييم الآثار وفقا للقانون الدولي .

فعلى مدى السنوات الماضية، دعمت مصر العديد من المشروعات في مختلف دول حوض النيل، وكان آخرها موافقتنا الرسمية على مشروعين في كل من أوغندا وتنزانيا، بما يعكس نهجنا البناء في تطبيق مبدأ الإخطار المسبق والتشاور وفقاُ للقانون الدولي، كما تحرص مصر، خلال رئاستها لمرفق المياه الإفريقي للفترة ٢٠٢٥ - ٢٠٢٧، على العمل مع دول الحوض على تسريع تنفيذ مشروعات امدادات المياه والصرف الصحي السبعة المدرجة ضمن برنامج الاستثمار لدول حوض النيل، مع العمل على تعبئه وحشد التمويل اللازم لتلك المشروعات بالتعاون مع مرفق المياه الافريقى وشركاء التنمية الدوليين .

ختامًا، تؤكد مصر التزامها الثابت بدعم وتقوية مبادرة حوض النيل المنصة الموحّدة الفعّالة التي تجمع دولنا كافة، بما يُمكّننا من تحقيق الاستفادة المثلى من نهر النيل العظيم .

معًا يمكننا أن نمضي أقوى - اما اذا تفرقنا فإننا سنصبح اضعف - فلنتحرك معًا نحو مستقبل مستدام ومزدهر لشعوب دول حوض النيل كافة .

Honourable Ministers, Ambassadors and Esteemed Delegates of the Nile Basin Initiative;

 

Dr. Florence Grace, Executive Director of the NBI Secretariat;

Sisters and Brothers united by the Nile;

 

Development Partners;

It is a great pleasure to be with you today in the beautiful city of Bujumbura to reaffirm our collective commitment to cooperation and to our common aspiration: "One River, One People, One Vision" .

Allow me at the outset to express our deep gratitude to the Government and people of Burundi for their warm welcome and generous hospitality. I would also like to extend my sincere congratulations to our sister, H.E. Calinie Mbarushimana, on assuming the position of Chairperson of the Nile Basin Initiative (NBI). We are confident that under your leadership, the NBI will continue to achieve greater success.

Likewise, I express Egypt’s sincere appreciation to our brothers and sisters from Uganda, the outgoing Chair, for their dedicated efforts and valuable contributions throughout their tenure. Special thanks to Honorable minister Sam Cheptoris and Honorable minister Beatrice Atim Anywar.

Indeed, the NBI remains the only inclusive platform that successfully unites all our riparian states for more than 25 years. This unique role underscores the importance of preserving the NBI in accordance with its founding principles of inclusivity, consensus, and mutual trust and benefit.

In this regard, Egypt welcomes the wise decision of the Nile-COM in November 2024 in Uganda, to launch the consultative process with the four Member States who have not ratified the CFA. We welcome the constructive engagement of the Special Committee. We are looking forward to the continuation of the consultative process in its current format to restore win-win cooperation among the Nile basin States.

Egypt firmly believes that the consultation provides a genuine opportunity to restore inclusivity and rebuild confidence among our countries, in order to restore Egypt’s full membership in the NBI in spirit of cooperation and trust.

We encourage our development and international partners, who possess vast expertise in transboundary water management, to support this paramount process both financially and technically, while refraining from assisting any actions that could deepen divisions within the Nile Basin States. Such approach would help to pave the way toward a shared and inclusive future that strengthens the unity and cohesion of the Nile Basin.

While it is clear that the majority of our States selected the path of dialogue, it is deeply regrettable that a certain party is promoting belligerent rhetoric and issuing inflammatory statements with the apparent aim of undermining the unity and cooperation of the Nile Basin family. Egypt continues to exercise the utmost restraint and responsibility by refraining from responding in this platform to avoid dragging the NBI into such unwarranted provocations.

Colleagues,

The challenges facing our Basin today cannot be addressed through unilateral actions, but only through genuine cooperation built on the sustainable management of our shared water resources, in accordance with international law, particularly respecting the “do no harm” principle.

We have already witnessed the fruits of such cooperation in the NELSAP-CU with the initial approval of 36 projects within the Nile River Basin Investment Program based on the preliminary studies obtained on their downstream impacts and their compliance with the established criteria.

Let me be clear once again, Egypt is not against the developmental aspirations of any Nile Basin country. On the contrary, we are actively supporting sustainable development that does not cause harm. Egypt looks forward to replicating the positive model of NELSAP-CU in the Eastern Nile Basin through preserving transparency, rigorous impact assessment, and full adherence to international law.

Over the years, Egypt supported multiple projects across the Nile basin, including our recent formal approvals for two projects in Uganda and Tanzania, demonstrating our constructive approach to the principle of prior notification and consultation in accordance with international law.

Egypt is also keen throughout its chairmanship of the African Water Facility (2025–2027) to work closely with Nile Basin countries to accelerate the seven WASH projects identified under the NRBIP and to mobilize financing through the AWF and its partners.

Excellencies,

In conclusion, Egypt remains firmly committed to strengthening and sustaining the NBI as a unified and effective platform that brings all our countries together to harness the benefits of the great River Nile.

Together, we can move forward stronger … while divided, we will only grow weaker … Let us move forward together to secure a sustainable and prosperous future for all the peoples of the Nile.
